Experts in local development and decentralization - Lebanon |

We are looking for both Lebanese and Italian experts in order to create a multidisciplinary team reflecting competences in decentralized/municipal management in general and, more specifically, in capacities related to research, analysis, capacity building and information management.
Namely, the team shall include but not be limited to the following expertise:
- Local administration management
- Financial structure and management of local administrations
- Lebanese municipal laws, decrees and texts
- Information technology and methodological expertise in quantitative and qualitative analysis and data elaboration
- Organization of international events and ad-hoc training programmes
- Competence and expertise on ethnic relation and cross border cooperation
Experts shall present their full Curriculum Vitae with a specific focus and examples of projects and activities related to local development and decentralized management. Italian experts should be at least holders of a master Degree in their respective fields and being active in their particular fields for at least six years or demonstrating equivalent academic experience in related subjects. Lebanese experts should be at least holders of a Master degree in their respective fields and being active in their particular fields for at least six years.
The team leader should have a minimum of ten years, provide he/she combines research and fields experiences.

UNOPS – Local Governance Assessments in Iraq |

We are looking for experts mid-level for short-term consulting assignments in Iraq and Jordan.
The assignment is expected to commence in December 2009.
Â
Required experts competencies:
- Master’s Degree or equivalent
- Proven relevant expertise in the field of Local Governance assessment in the Middle East region
- Experience in working as trainer/moderator
- Experience in working with Civil Society Organizations in the Middle East.
- Experience in working with Iraqi CSOs will be an asset.
- Experience in working in post conflict environments.
- Experience in working in Iraq will be a strong advantage.
- Excellent oral and written communication skills, with analytical capacity and ability to synthesize relevant findings.
- Fluency in written and spoken Arabic and English
- Most preferably based in Jordan or Iraq
- Strong analytical and writing skills
- Ability to work as a part of a team and produce high quality outputs
- Proficiency in usage of computers and office software packages.
- Security awareness and knowledge of UN security procedures will be an asset.
- Willingness to travel to the North of Iraq (Erbil).
